    Old Specs
    CPU: Q9550 2.83Ghz
    GFX: 4870X2
    Ram: 4GB
    HDD: 7200

    New Specs
    CPU: Q9550 2.83Ghz

Did you do a complete fresh install or did you use something to clone the disk?

Dodgy card?....anyway of testing it in another rig?....you tried putting it through MSI Kombuster to see what fps it is performing then switching back to your 4870x2 to compare.....bit of a hassle with drivers but it would show the power difference?
